Jill has extensive experience and a track record for delivery of robust and effective projects. She had Project Director responsibility for Transforming Community Services in Sheffield by negotiating the transfer of community care services (over 2,000 staff and services) to three foundation trusts in the city. She was Project Manager for Commissioning a Patient Led NHS, reconfiguring four Primary Care Trusts (PCTs) into one organisation bringing together over 3,000 staff and services. More recently she was responsible for project managing the development of governance arrangements to underpin Clinical Commissioning Groups in Sheffield and supported the move to a Primary Care Trust cluster in South Yorkshire and Bassetlaw. This was closely followed by a project management approach in her work with the Cluster working through the transfer of assets and liabilities to the new health and social care architecture.

Jill delivered a project reviewing the headquarters provision for a £1 billion organisation, commissioning premises which were fit for purpose, moving over 300 staff from five sites seamlessly to one, ensuring business continuity and rationalisation of the estates portfolio and decommissioning properties as necessary. She also used a project management approach when working with GPs as part of the CQC registration process and developing a strategic approach to health and wellbeing with another organisation.

Through these projects Jill has a history of delivering projects during interregnums within challenging timescales whilst ensuring that organisations were legally constituted and fit for purpose. She has experience of partnership working through projects and more recently jointly leading workstreams and participating in a city wide approach to health, wellbeing and physical activity.

These projects have been delivered by producing comprehensive Project Initiation Documents and monitoring progress against plan. She has supported and identified key stakeholders and developed strong and effective methods for consultation, communication and effective working relationships. She had developed methods for handling complex and contentious issues with tact and diplomacy whilst working with, and supporting, colleagues during periods of great anxiety and change.

Finally, she has a track record of delivering major projects within budget and on time.
